Sort of. The collector being the output.

An emitter follower... you're sourcing current, i tend to sink with npn's and source with pnp's.

That's usually the case. NPNs low side, PNP high side. Hurz is right, it's a current amplifier (a poor one at that). Really, it's more of a switch than anything, as all the power is drawn from one source.
