Cleans up the tach signal from an HEI coil typically found on older chevys and fords. The LED is to represent an optocoupler input. There is actually quite a nasty spike of about +500V to -40V (maybe  a residual ring from the ignition module leaving the coil open),after the coil is fired. Two diodes top left clamp this spike to the vehicles 12V.
