Great circuit! A cap and resistor in parallel config in order to reduce the voltage by changing the impedance. As the capacitance gets lower, the impedance gets higher and the voltage across the lamp drops. The same occurs for the frequency. Amazing!

Very dangerous gto build, should really use an isolating transformer,,. Always...

I had for years two emergency LED lamps wich circuit function was based in this principle. A big (don't remember it's value) ceramic cap in parallel to a 200kOhm resistor. I didn't know it was used in comercial products. It is interesting, although is safer to isolate the high voltage stage from the low voltage one using a transformer, as you just said, Kiani. I am amazed with learning!
