mHz is milihertz, which is different from MHz, which is megahertz. I've never used a 555 timer before, but I'm sure it can't do 700MHz.

I'm confused a bit also. It functions the same without the capacitor on the ctrl terminal. Still can change the 970 resistor or capacitor to vary the oscillating speed. So what would the CTRL and OUT terminals be used for in this case.

the cap at the CTRL pin is only to block stabilise an internal voltage divider. This divider is the reference when 555 decided to turn around from charge to discharge or discharge to charge. this is at supply 1/3 and 2/3. e.g at 6V supply at 2 and 4V. if this divider voltage ripples in amplitude it does tranforms this amplitude into a phase noise and at the end if its systematic into a frequency error noise. thats the reason we block it to keep it stable as reference, but it will work without, but less precise!
