To break it down what it is, its a low pass filter which highly depends on the coupling coefficient of transformer. 1Meg and cap do not have impact to output characteristics. 100 Ohm would extrem limit the current which can be drawn. And the headline "noise" is very irritating. What you probably mean is interferences or high frequencies. Check this for analysis http://everycircuit.com/circuit/5045099150180352
