Should be the Fan Control from Corsair Graphite 600T. I don't know, why it doesn't work.

I don't mean to be harsh but, it doesn't work because it's all wrong. The voltage source should be the other way around, but keep the ground node where it is. The transistors are all upside down as well- NPNs typically like their emitter to be headed towards ground. And them the resistors and pot as they are now are doing nothing, and the lamps have blown up because they have nothing to limit the current through them. So, re-wire the resistors spin the battery around one time and flip all the trannies over and you should be good!.. X^)
