Voltage Divider Formula
Needs Load Voltage of 3v at 18mW. 
Load Wattage / LV = Load Amperage
1) 18mW / 3v = 6mA
LV / LA = Load Resistance
2) 3v / 0.006 = 500 ohms
LV / Total Amperage - LA = Parallel Res1
3a) 3v / 10mA - 6mA =  750 -OR-  
Total Res 12v / 0.01 = 1200
Divide Res (3v / 12v ) * 1200 = 300 
1200 - 300 = 900
( LR * PR1 ) / (LR + PR1 ) = Total Par Red 
3b) (500 * 300)/(500 - 300) = 750 ohms
