Your opamp topology is wrong and cause positive feedback which will result above 15mA test current to a "freeze" of your output. Swap positive and negative inputs and place a 1pF at both negative input to ground will solve this. The 1pF is against an EC problem and wont be needed in reality.

It freezes at 15ma because the maximum positive of the op amp is 15 v ,and the op amp cant deliver more than 15V
