3-bit Priority Encoder

A priority encoder is the opposite of a decoder. In this case, the word 'priority' means that there is significance in the input bits. The top input is the most significant. Only one input matters, because there is always one charged output on a decoder/sequencer. All of the inputs below the most significant true input would not matter, since there is a priority.
