The circuit works better if the Leds were used, but we can use lamps. The power supply has been reduced to suit the lamp voltage and lamp resistor (24V is close enough) the lamps needs to be in the transistor circuitry, I placed it above the transistor, the oscillator feedback from one transistor triggers the other transistor, the transistors gain is 100 so the biasing resistor needs to be approximately 90 to 100% larger than the load resistance. A led or a diode load give a less spiked wave waveform. http://everycircuit.com/circuit/5184230318669824

Reviewed the original circuit, found a way to hook it up to work, as the waveform shows, it is not very stable, and the led version would not work at all. http://everycircuit.com/circuit/6347033926696960
