I think this is just noise from everycircuit. The circuit drawn is a astable multivibrator with weird resistor values.

Today I was Examined in this circuit and i get 0 marks because this noise. This is unfair. the eng tell me you have many problems in your circuit and this problem cose the noise

You need some noise to start oscillator, noise is always there. The biasing of transistors were incorrect. Transistors couldn' t turn on and off properly. Had 3 ohms feeding the transistor in its base. Fromvs 9 volt supply. V=I*R >>>>>>> 9l3 = 3 ampers , this kills the trsnsistor. You only need. A few mimli ampers.. It is your circuit that got zero and not you.
