using NOTA*B*NOTC*D  to reset and count the next chip up. and A*B*C*D to load a count of 9 and count down the next chip up.

You should check out one of my latest circuits, especialy the 0-999999 counter, you just have to replace the square wave Vin with a DC 5V input and a button switch, then you would have an super easy0-999999 up dowmn counter...
