You're right, it's not. In electronics a logic gate makes a "decision" (output) based on the state of two (or more) input signals. So you need two keys (inputs) to open a gate. In Resistor/Transistor Logic as we see with this circuit, both inputs are typically fed into the base of each transistor via some kind of switch..
