What do you mean when you say it's not discharging? I don't see any problem with this. If you want to ill build it up with a function generator and post a picture.

With zero rise and zero fall and zero low settings at 1v trying to run through 1v at 158 hz at 1 s/s there wouldn't be a space in the wave to be measured. Granted slowing down the circuit allows a lot of unrealistic things to function and be misunderstood
