Works like a charm, tried the circuit on a water pump.

Discharge pin discharges the capacitor. If you have a resistor, it will discharge slower, and the output will be high longer. While the capacitor is charging and voltage on treshold pin is rising, until it gets to the limit. Then you get high output and discharge pin starts discharging. Control pin is there to set the voltage limit, where the output switches.
