Top row of resistors is square formed resistance wire that looks like a pulled spring with different contact points To relays below.  To get 4 speeds the SPST switches at bottom right ( represent 4 contact rotary switch) let's you select relay to add or subtract voltage to DC motor to control speed.

SPST close to battery is ignition. switch.
