Delay in transmission line...how to see ringing effect??

This would be more appropriately called a phrase shift network. (See phase shift oscillator). In order to "ring" as you wish it is necessary for the network to contain some inductance at each stage. Ringing is a consequence of inductors and capacitors passing energy bavk and forth at a particular rate.
