Charges the battery(300mF) , stops when charged, so it doesn't overcharge the battery. Discharges to the load(white filament bulb).

First, its not a constant current charger. Anyway, but the voltage detection to stop charging need some rework. With an hfe of 150 istead of 100 for the first bjt in your chain will cause a late stop at 5.5V!!! So hfe e.g. for a little bc548b is about 250! Your battery would explod. Keep on working
