To make "Hz" without other "Hz" you have to realize an oscillator. Exist many oscillator's types, using analog or digital components, obtaining many different wave forms.

You can make a very fast pulse (about 600 Hz) by making a loop with an odd number of inverters. The more inverters you use, the slower the pulse will be. http://everycircuit.com/circuit/4532135475544064
