Holding a relay despite pulsing input

The input oscillates which would cause the relay to pulse on and off. Capacitor charges on each pulse and holds the voltage high on transistor base between pulses making the relay stable. Useful for driving relays from outputs intended for multiplexed LED-displays among other things. Made this while thinking about hacking a basic clock circuit to use florescent lights as a 7 segment display.
