This is a 7-segment decoder that displays 16 steps of a 4-bit sequence in decimal.
This circuit consists of 19 1C-contact relays.
Since a method for finding the minimum number of contacts in differential sequence circuits was recently established, it is now possible to design just about any kind of decoder.
