140 fc LPF NOT WORKING

Should be a simple sallen-key low-pass filter with a cutoff of 140 Hz.  

 In simulation, however the cutoff is much higher.  Anyone have any ideas as to why?

No, beside the R and C values, which seems to be not correct, the biggest mistake here is the grounded negative input, which makes the opamp a comparator. Try a unit gain version like this http://everycircuit.com/circuit/6198677953052672
