A circuit that provides 5V from a source between 10-30V.

The zener voltage is greater than the ratings because the zener current which should be about14.6mA, is somewhere in the range of 170mA @ 10V and 870mA @ 30V. The output voltage also moved about half a volt between the two input voltage ranges and had about 1% ripple. For a circuit with a desired input variation like stated, it would need a pre-regulation and larger smoothing capacitors.

You'd also need a socking great resistor supplying the diode. It's dissipating over 15W.
