The pull down resistors on the gate and drain don't create a true high impedance state where the circuit is effectively disconnected, instead the output is forced to a low but non-negligible state. This can be used in simple switching, muting, or level shifting applications but it doesn't isolate the output completely. You need both NMOS and PMOS for a true tri-state buffer.
