No, it's 12V.

You are correct in that the top led switches at 12v, but what would be the point of monitoring 12v if the top led goes out as soon as you connect a small load to the battery. This is calibrated for 11.1v nominal 3 cell li batterys.

Can this also be used for other types (eg deep cycle)?

Yes it can be used with deep cycle. you might want to play with the resistor values a bit to get the right levels.
