Comparator cannot find solution.

There re 2 leds to be illuminated . Why do you think it cannot find solution. What am i doing wrong? Please help!

Here's how I use an opamp as a comparer. http://everycircuit.com/circuit/6663603569819648 . Are you trying to compare the voltage across the capacitor and the voltage source?? My guess is that it can't find a solution because the capacitor is causing some kind of feedback.
