Because you need a Collector-Emiter positive voltage. In this case the voltage is 0 but the resistence is different. Remove the not gate and see

You could also add a 1k resistor between the emitter and ground of the bottom transistor.

In general you should avoid using BJTs without a base resistor. If it's not going to sink 6A of collector current, it really doesn't need 60mA gate current. Try this with mosfets instead of BJTs if you want "signal"-like behaviour as you mentioned.
