But the high frequency is not stabilize,how to fix it？

I don't see a PLL here. One generic pulse generator, one astable 555 running at 4.3 khz

ne555 is run as the VCO here.

And the 555 running around 4KHz because of the 4ms source.250Hz*16=4KHz.You can change the frequency and the 555 will follow it.
