Sorry, not quite. Your input configuration is effectively just on/off switches so it may appear that the circuit is working but only when one half of it is turned on. Try using double throw switches with one end tied to V+ and the other at ground..

You need a "0" or a "1" for the "NOR" gates and when the switch is off, which it is undefined.
