Hm what kind of bell? Why dont you build a equivalent load? What do you even need a bell for? If you are talking about a old bell you could probablly just use a solaniod if you connext it the right way.

Take a straw. Wrap wire around it. Put a iron nail in the straw. Hold it next to a empty pot or something idk. Apply charge. Bell.

No, you could not. If you do not interrump the current through the coil, it will attract the nail in the opposite direction, that it oscillates in the coil.
