Made with 1 555 ic, counters and gates not gates Sr latch, yellow light on top long  and can't get to reset cycle ,please help

I've seen your plea for help only after commenting - as it happens, I've put a traffic light together too, recently, which is stored under http://everycircuit.com/circuit/5138566131220480 - maybe that will do for help?

Those gates, which you use to drive LEDs, are no drivers. They are better current sinks than they are current sources. What does that mean? Don't "take" current from their outputs, instead let current go "into" them, by connecting LED anode (with a current limiting resistor) to Vcc, and LED cathode to gate output.
