Trying to create a wig wag relay circuit. The goal is to make the lights have similar duty cycles and oscillate. Then using 2 switches turn both lights on in steady state and also both off. 

Could any one help me with the build?

http://everycircuit.com/circuit/5117775717859328 try this, rather than complicating the circuit as you have done in this diagram. I assume you are trying to replicate a locomotive's ditch lights circuit?
