A charge pump similar to a boost converter steps up voltage but is not as efficient. Similar topologies can even output a split rail +/- DC. Schematic soon to come. If you slow down the simulator you can see the mosfets switch the capacitors between parallel and series configuration thus boosting the voltage.

Looks like a Dickson Charge Pump, but the efficiency is much to low. It could be >95% but not this one.
