the shift register halts when a D Flipflop !Q output is sourcing more current than the chip can provide

Depends on the internal modeling of the shift register, but it works if you increase the load resistance. Possibly it's breaking because of too much current through the output.

Probably there are two 10Ohm, one in plus power supply and one in negative. This would explain this side effect. 10ohm is definitive the output resistance but were it/they placed is not clear to me.
