Checks sequence of phases. Here sequence is 3-2-1; so right lamp has lower voltage and less bright light. If the sequence would be 1-2-3 then it would have higher voltage and brighter light. (resistors are not necessary)

Here's a question. In hypothetical business operations not utilizing motors, is the use of a phase meter quite moot?

as far as I know its important only for motors
