Fog and Halo HID with Delay - v2

This is for cars that have standard lights with error checking and wish to use HID.  The problem I've noticed with my BMW is that sometimes the ballast may fire up but you can get an error or it doesnt fire up.  A combination of a load resistor and a delay has worked for my car.

Version 2 is just to accommodate any voltage to trigger the delay circuit.  Could be done better but I like to isolate what I can from the BMW electronics.

Added 35w lights to represent two HID ballasts.
