UPDATE: Using a logic train for count up and 'AND' gate to reset when arrive at 9 (thanks to cheker for pointing this out)

Would be easier to insert 'and' gate between b and d then sending output to reset, other than that I like it 👍

Actually resets at rising edge of binary 10... 1010 if you want trailing edge of 9... 1001, use a 'NAND' gate on a and d. Logic gates are an easy way to manipulate the reset, with a 3 input 'AND' you can reset at binary 11... 1011. But it is also easily done with MOSFETS or transistors, could probably be done with opamps but I am not too familiar with them. Only limited by imagination.
