Can someone please help me to understand if this diagram is 4 resistors in series or is it 2 resistors in parallel with the other 2 resistors. Thanks.

It depends on where the power source is connected to. If you connect the power source at the top left corner, the left resistor is parallel to the other three (these three would be connected in series).

Put a power source to the top right, and top+left resistor (series) are parallel to right+bottom resistors (also series).

Yeah it's nothing as it sits without any energy input, looping around a ground connection. Open up that closed ground loop and inject some DC voltage into it, then adjust the voltage level and watch what happens on the low side of each resistor. If you inject vDC into a corner as it is now, without opening up the loop, you will have one resistor in parallel with the other three. If you open the loop and then input DC to one of the two paths to ground, you will have three resistors in series and/or one resistor and nothing else.
