Self oscillating relay and cap charger

Oscillating relay discharges through diode into charging capacitor. Will keep charging until power supply fails or capacitor fails

The relay, being mechanical will fail first of all. But, most important is that the circuit will operate the same way without the capacitors, diode or voltmeters as the settings of the relay cause it to open/close not the charge/discharge of the capacitor.

This is effectively what is known as an interrupter based boost converter. Voltage boosting circutry like this was once used to provide the large bias voltages needed in early vacuum tube radios.
