Turn on the switch(upper right). It uses a frequency from the 555 timer around 100Hz. Next it cycles through the 3-bit shift register, last it amplifies to the inductor coils(LED represents the "ON" power of the coils and does not show the amplification). The coils attracts the opposite sides of the magnet that moves from cycling to keep it spinning.
