This is not a Flip Flop. This is a latch. Latches are asynchronous, meaning they do not have triggers. Such as an edge trigger. The fundamental difference is that Flip Flops use a clock signal, and latches do not. You could just as easily turn this into a Flip Flop with one additional NAND gate.
