Left is rain downspout, make sure spout is not clogged and working properly. Cup shape below spout is small cup with lever arm that toggles and the switch over handle is mercury switch.
We start with cup is in up position. Rain fills cup and toggles mercury switch closed. The relay closes to power load (shown as lamp) to close powered windows or what is to be done when rain comes and no one is home.
