It can't set very fast because the l.e.d. turn on too slow, but with a realy circuit the blinking can be bery fast.

The problem aren't the led but the logic gates themselves, just drop the gate delay to 5us and you will see it working. Anyway 6.25kHz is quite a high frequency to be seen with the naked eye
