A linear regulator cant have 96% efficiency, only in situation were the regulator is not needed at all. Here you have bulbs with 12.4Watt and you burn 11.4Watt so you put in 23.8W and get out 12.4Watt this is about 52% efficency which is just normal and fine for this kind of circuit.
