That's a shift register serial inputs parallel outputs

If its a shift register then try to shift the following bit pattern: e.g 10010110 for a shift register no problem, cuz a register can be loaded. And if you can shift the loaded value, then its called "shift register".

@lyra no need data inputs for the chaser. Just need a clock signal to count.
