you do not need asymetric values for a start, that depends on many others insides. but whats importante for a general proper work are proportional resistors according to the DC gain Beta and the load here LEDs. What also helps is a dummy source placed on worksheet with a frequency little above the target frequency. yours 12.5Hz dummy 25Hz http://everycircuit.com/circuit/4746772342374400

Running 40ma through an led designed for 20ma will shorten its life considerably. Need to adjust the led resistor values
