What is this completely? To sense current? I'm confused.

sorry for the title, this is actually a current measurement circuit through a shunt resistor (extremely low resistance resistor), it basically amplifies the voltage over the resistor to be read by a CI, arduino and etc, the shunt resistor must have low resistance to not cause a significant voltage drop in the circuit. if for example the voltage drop is 0.01 volts and I know that my shunt resistor is 0.005ohms by ohm law I know that the current is 0.01 / 0.005 equal to 2 amps, but 0.01 volts is too small to read then this circuit amplifies for example in 100 times, then at the output of the ampop we would have 1volt enough for an arduino or, any read the voltage
