But I think it'll need a higher resolution for the digital PLL, or it'll be jumping between two far apart frequencies.

For a PLL with digital divider, you need at least an adder. Suppose an 8 bit adder in everycircuit to emulate n:m ratio with a so called "fractional divider". I was also long time ago thinking about this. To messy for my taste.
