Voltage divider multiple steps - 10KV to 650V

Multiple step voltage divider. Increased resistance in 1st two resistors would have same affect without all the extra resistors. 

If you take voltage across 1st resistor the voltage is higher than when taking it from the 2nd and 3rd and so on.
