Nothing... this is a wiring trick. The 7 segment decoder has no input so it decides this as a zero. So it outputs a zero, that's what you see on the two counters, the top is rewired so it shows one. The external power source for the decoder and displays aren't shown... so all they require is inputs, and there is no input on the decoder so it outputs a zero. The voltage source here does nothing. If it was connected to ground it would completely change this because the zeros would become ones.
